This is why self regulation is so precious to them because it's ending is their loss of power to protect as they see it the privilidged few. <br /><br />They are a bureaucracy and as the political theorist Hannah Arendt stated, "Bureaucracy or the rule of an intricate system of bureaus in which no men, neither one nor the best, neither the few nor the many, can be held responsible, and which could properly be called rule by nobody".
